Foxfire isn't fire exactly. It's a magical energy. It doesn't affect water and therefore can't melt ice. Just like green lantern energy can't affect yellow even though yellow is an element of green (or green is an element of yellow, depending on whether you're using additive or subtractive color models.

Foxfire might not melt ice, but the ice is laying on top of salt. Lots and lots of salt. How is that not melting it right off? :p
Maybe it's some sorta magic ice. Or Rigellian salt just sucks.
